This Universe is losing players fast...  We need to recruit from outside. Bring in newbies and set them up with enough resources to make a good start, show them the ropes, etc.

I am done with this...
It was Moosedriver we hit in August 2015. He later quit the game due to RL problems, not because we took his fleet.  In addition, we left the debris and sent the plunder plus more back to him.
GTO was hit, in Feb. 2016 by a lone Pug member...
What did these two attacks have in common?  THEY LEFT THEIR SHIPS OUT!!!

You have to get over this spoiled brat stage and get on with your life. The GA we did was in August 2015, NOT February 2016. That is the one you called us bullies and quit the alliance. However, in both cases, THEY LEFT THEIR SHIPS OUT!!!

Well as it turns out. VDOP/Yak Master has been an Ass again.
He has contacted several high ranked players in various alliances and asked to help him smash the Pug Alliance.
Dr Zed has given his account to VDOP and he renamed it to Nucking Futs. Dr Zed is still playing a low ranked account under another name.
In my previous post which I removed because of a promise by VDOP to not attack Pug's, I stated that he was a back stabber and traitor. He is not to be trusted by anyone in any alliance.
His complaint was that we attacked low ranked players and were bullies, THAT IS A LIE!.  The Greywolf player we attacked was within 10 ranks of me AND HE LEFT HIS SHIPS OUT...
I have been playing this game for 5 years, since it started and No high ranked player ever had pity on me and NOT attacked me because I was low ranked... NAPL2, Skeenan and several others have attacked me. I have lost many fleets.  I don't hold it against them, unless they keep attacking.  This is a freeking GAME, it's imaginary, it's in cyberspace... It doesn't count.
As for VDOP/Yak/Nucking Futs He is a spoiled little kid, that need a good ass whipping.

I see no mention of Oracle scans.  An oracle scans a convert action and therefor not an offensive action.

@Matt have you seen what it costs in hydro to send a decent sized attack fleet out, Then the Dions/Zags to collect the DF. I really cant see the point when you are out about 3-4 mill hydro and then have to get the merchant if you can afford it to lose the profit in a trade, Let alone build your losses aswell?? 
I agree with Gunner.  I did an attack on an NPC as a demonstration for my alliance.. To win a solid victory I had to spend over 400,000 Hydro in fuel costs. The return on investment was:

  * Lost 720,000 ore, 330,000 crystal, and 45,000 hydrogen in damages.
  * Acquired 107,243 ore, 67,516 crystal, and 22,716 hydrogen in plunder.
  8,984,700 ore and 7,359,900 crystal are now floating at this location.

As you can see This NPC is totally useless, regardless of the Debris. there just is no way of making up the Hydro loss, except to call the merchant, which I content is another loss.

Matt, that is exactly the point. It is unfair to the rest of the population playing here. The cooldown period should be for ALL attacks, inactive or not.
The second point is a player having eight Hephs (movable planets with Oracled moons and enough IPBMs to flatten a target)

All that may be true. However, an Alliance mate and I had launched on a fat inactive with 22 mil res and 160,000 DSP. When what to my dismay should appear a top 50 player's planet with a moon in the same system.
Damn, he would make the hit 35 minutes before we could get there. We were forced to recall or have our ships taken also.

By Allowing players to move their planets around, BFG have, perhaps unknowingly, created a situation where a predator can own a Super Heph. Not only that but they can have eight of them.
A planet with a moon (oracle, Gate and Shipyard with defenses), the planet with any number of IPBMs, monstrous defense and a huge fleet can be dropped into a system overnight and blind Ninja any player they like.
This might be fun for the top 50 players, the paying players. But, it is no fun for the rest of us.

I suggest, you add a feature to the Warp Gate. At level 2 you would be able to warp cargo/resources.
I don't think it would unbalance the game as most players have at least one moon. Even higher ranked players have moons. I think it would help the higher ranks gain rank by not having to wait for hours to get needed resources from other galaxies.

Sorry guys, you can't move ABMs or IPBMs to a moon, because there would not be a  Missile Silo to place them in.
In addition, we now have a Ship Yard for building defense and I do not see a symbol for nuking a moon on the galaxy screen.
