I've noticed that UFP players have been regenerating and growing uncharacteristically fast the past few weeks and can only attribute this to Keen and/or Raven passing res onto lower ranked players.  Given the stratospheric debris levels they must be generating I applaud them for investing in their team mates.    It gets those players into the game more, makes them more active and makes the game more interesting overall.

From a strictly selfish standpoint, it also provides me with more fleets to interact with.

There are two factors in this.   (1) Ongoing operational cost and (2) Repair cost.

Ships would have a "health" percentage 0-100%.   When a ships health hits 0%, the ship is lost.

For (1) I would have an ongoing cost / hr based on ship type and how many ships you have.   (ie an artie may cost 1/1/1 (O/C/H) per hour to maintain but a zeus would be 1k/1k/100 per hr....exact ratio's and values would need to be analysed to figure out fair and realistic number).    The resources would be taken from the resources a planet has while the ships are in orbit.   If the ships are in FRS mode, the ships would either use up the resources they are carrying with them or would start losing health percentage points if they had inadequate resources onboard to maintain themselves. This means attacking fleets would need to carry res too, otherwise they would be losing their health points for every hour they are in flight. 1% health/hr.   

Operational maintenance costs should be incurred regardless of your state (active, p-mode, vacation).  This might encourage players to play more if they could lose ships due to 0% health even when in P or V mode.

For (2) repair costs:  I would follow the COMMAND & CONQUER model for repairs.

In a battle, ships shields, hulls strengths and attack strengths would have this health percentage applied.   If they weren't at peak health they would be more prone to destruction and have weaker attack strengths.

Battles would also chew up ships health points.

I would create a new building/facility type (a repair yard) which would be able to repair ships at set rates (ie a level 1 repair facility could repair ships at 10,000 ship health percentage points (SHPP) / hr....a level 2 facility at 20,000 SHPP/hr...etc).  Perhaps the facility could be in orbit (like satellites) so that land based "slots" aren't used up.   The Facility could also be mobile itself travelling between planets and systems and would only be functional while in orbit....and any ships in orbit with it would be eligible for repair.   Once the ships break orbit or the repair facility breaks orbit, the repairing of ships ceases.

Repair facilities would grow in capability as other facilities do, the more levels, the more SHPP/hr.

Cost of repairs would be variable based on the overall health of the ships being repaired and the types of ships.

Repair facilities could be destroyed by attacking fleets while they are in orbit.  I'd like to see them have some level of defence/attack capability. 

I think this whole idea may also have an effect on limiting players fleets size as it may get too expensive if their fleets get too big.

You could have as many repair facility ships as you require.   You could also destroy a repair facility ship if you so wish (like we do when we abandon planets).

1-Make rank based on strength and depth.  Mine levels, research levels, fleet size.   Forget about RESOURCES SPENT or DESTROYED SHIP POINTS. 
2-Have a ship maintenance cost (ie every ship consumes so much res per day simply to exist....otherwise you lose ships)
3-Only allow players to have so much vacation time per year (say 1 month).   Same with (P) and (D) mode, only so much / year.
4-I like the WORMHOLE idea.  You land your heph on its slot and your heph gets transported to some other location (you don't know where).
5-Allow players to run 10 slots.  A slot can be a planet or a heph. Player needs minimum of one planet.
6-ability to move your heph with fleets out.  If you move the heph, the fleets are lost.
7-Either get rid of the CREW droid or make them useful/required (ie you need so many per fleet dispatched).
8-Extend the "DSP apportioned based on RSP put into a battle" to uni's created before NOVA.
9-Have the ability to cancel shipyard/defence builds but with a penalty (ie you lose 50% of the cost of unbuilt units)
10-have different heph sizes....level one can hold 100,000 ships,  level 2 can hold 200,000,  level 3 can hold 800,000...you get the idea.
11-ships can get damaged in battle and need to be repaired (cost res) to get back to 100% or you can launch them with sub-100% health but their speed, defence strength, attack strength is decreased.
12-make the decision to merge two similar uni's and hold a vote with each uni's players on differences:  pick A or B.   Then merge them (similar to how you compacted SCF-O a few years ago) by offering players the ability to select where they will move their planets a bit at a time.
13-offer a 24-hr/1-wk/1-mth marker (costs credits) that allows the game to send email alerts to a specific email address if the player is being attacked.
14-can't remember where it is, but a planet coordinate is displayed but it's not a hyperlink (ie you can't click on it to get to the galaxy map for that coord).
15-I like the idea STORMBRINGER raised about war.  When war is declared no one should be allowed into (D), (P) or (V) mode.   If they are in that mode, an email should be sent to their email address stating "WAR begins in <x> days on <date>.  Prepare or die".
16-adding to the war theme:  if one side declares war on another alliance, the two sides are at war whether the other side likes it or not. 
17-further war stuff: alliances can only declare war on other alliances that are within a certain rank/points percentage of the initiating alliance.
18-war stuff: agree with CRAZY CRITTER:  allow multi-alliance wars.  2on1 3on1  3on2  whatever
19-I like DUMBO's idea of SABOTAGE missions. create "spy" robots that are transported to an opposing players planet and the spy can destroy one level of something (mine, research, foundry).   One attack launched per player per day. # of attacked received by a player could be capped at some level (per day).  this way an alliance could target a high ranking player and degrade their ability to produce stuff.
20-some type of installation on a planet or moon that "detects" fleets in transit to attack someone else (or returning).   ie: if player A attacks player B 10 systems away, player C could detect the attacking fleet as it transits his system.  In the previous example, this installation would only detect the attacking fleet for the 10% of its attack run and return run at a timeframe proportional to the players system locations along the attack route.  Could be used similar to o-locks from moon/oracles. Notices would give ship complements, source, destination info. Timings. Perhaps have these "installations" only run while they have fuel (H2?) so you'd have to keep that planet/moon topped up with H2 and the installation would consume it at a specific rate.
21-TRANSPORT should cost twice as much fuel as DEPLOY

22-Do something similar to this exercise.......poll the player population on methods to merge uni's....and which uni's.....and then do one merge exercise and see how it goes.
