To get a moon you need at least 206 ships attacking you.
Thats what happened to me and i got a moon.
Ask a friend in your alliance that is more powerful than you to attack you,bearing in mind that you have enough ships to meet that attack,and of course you have decent defences too.
The other way is to attack an enemy and hope they send the required attack ships to you.

I mentioned 206 ships because that is about  a 20% shot.I successfully got a moon on that percentage.
I am well aware of the 150k 1% shot.That to me is virtually nil chance of a moon.

The number of ships is completely irrelevant.  1 Zeus will give you an 18% chance (while wasting 1m hydro).  167 Athenas will give you a 20%, while 206 Artemis will only give you a 1.6%.
