When the attack was launched, the "quitting player" was higher ranked, so even though the first several waves of attacks would have pushed the player below the others, when the attack was launched, he was still higher, and thus it is legitimate.

If Jason has done a good job, and Phil is innocent of any wrong doing... then I feel bad for him.  

BUT...

In the end, I'm really glad that this happened.   My hope is that in the future, players will think twice about doing this... simply because it will bring intense scrutiny upon them (fairly or not, I don't really care).   I would LOVE for any account that crashes another account into it to be given a 'scarlet letter'.   It's bad for the game.  Period.   Even if everything is legitimate.
