I'm really not sure what is unclear to you. Jason and I gave you the exact same answer.

If you have 100 players at 14:00UTC then we will select the 10th ranked player on the RSP leaderboard to determine the RSP for the Military Territories for the next 24 hours.

So let's say his RSP was 100,000,000. From 14:00UTC until 13:59UTC the next day, all military territories will have an RSP value of 100,000,000. That means if you have an RSP of 10,000,000 to 1,000,000,000 you can attack them. Your RSP updates in real time though. So if you're gaining or losing RSP you'll see Military territories become hittable or unhittable again if you're near the edges of the maximum or minimum RSP to attack them.

At the top of the hour the following is the statistics on the leader board, yet I am still unable to attack Military territories:

149    Senior Commodore Squonk‎ (p)    Outkast    5,957,228,584
150    Supreme Commander Lytjohan‎    NPC    5,743,122,691
241    Master Commander Stefen Reincarnate‎    Sith    590,908,533


It is obvious that the calculation is now being based on the #149 person...because there was 1503 players at 14:00, but now only 1485.....

Does no one else see a problem here?

yes, i see a problem....

your math is bad, you do not have 10% of the rsp pf the player at the rank you indicate (being 149)

you need 595 million and some change to be at 10%, you are at about 9.8% lol

 5,957,228,584 / 100 = 59,572,285.84 x 10 = 595,722,858.4

i use simple math to calculate the 10%, you being at 590 mill is outside the range of 10 -1000% (or whatever the noob protection is)

Yes....but at 14:00...the pivot person was # 150, because their was 1503 players.....that is my whole point......This calculation is not taking a "SNAPSHOT" at 14:00 and setting the limit for 24 hours..it is updating hourly....I could attack them at 14:00, 15:00, and 16:00.....I could even at 16:50, because I took an empty one with a probe at that time.....but at 17:05, I could not attack them...but I had not had any losses of any kind since 14:00, and in fact had several million points added to my RSP since 14:00.

Stefan, I've talked to the team and I believe we've found the problem.

At about 17:00UTC we realized that some of our daily scripts in various universes had not finished processing after several hours. This caused players daily quests not to reset and NPCs not to update properly in some instances. As such, we terminated all the hung scripts and reran them. It appears that this forced the Military Territories limit to update as it would normally do at 14:00UTC. This is why you've seen the Military Territory threshold move at a different time.

I'm sorry for any problems that this caused and for any difficulties I had understanding your problem and getting to the bottom of the issue.

The RSP of the player at the 150th position at 14:00UTC is what is used for the next 24 hours.

Well that does not work out in my experience the "BAR" was always quite volatile as soon as you crossed it terries were not available.
