Hephs are an alien ship, you need to research the correct alien techs at an Alien Experiment territory, then build a Heph at an Alien Space Dock territory (once the Dock territory has high enough Shipyard and such on it).

Wiki says I can build them, but the game does not?
wiki says;
Research Lab 1  Energy Tech1  Capitol 2   Jet Drive 6      Shipyard 4 =       Hercules Class Cargo

currently I have, Shipyard level 7, Capitol level 8, Research Lab level 8, Energy Tech level 5, Jet Drive level 7, I do not see it on the menu to build.  instead it says I need the follow tech for the next ship?

To unlock the next ship you need Pulse Drive (level 4), FTL Tech (level 2), Expedition Tech (level 5), and Espionage Tech (level 4).

Particle Tech (level 3)
Laser Tech (level 4)
Expedition Tech (level 6)*

Non-Territory Planet
