Why can't I espionage anybody in my own SS?

I'm out of newbie protection, there are players in my SS I should be able to probe, but the options to probe or attack are greyed out in my SS only.  The options are available in the neighboring SSs.

Most likely everybody else in your ss is still under newbie protection

It was just strange.  I can now since a guy wirh many planets went inactive.  They didn't show as (n) or anything.

If they are in your attacking range rsp wise but still under newbie protection you still won't be able to hit them unless they go inactive
