I appologize if this is dumb, but I do not understand the answer. I guess iI do not understand the difference between colonizing, deploying and orbiting a heph.

When you finish building the heph, and you're launching it for the first time, it can be oracle locked.  It is not a "colonize" mission, because a heph is not a planet.

However, a heph that has alredy been deployed, that is simply moving from one place to another, cannot be oracled.

I appologize if this is dumb, but I do not understand the answer. I guess iI do not understand the difference between colonizing, deploying and orbiting a heph.

when the heph is landed and you can send ships to and from it, it can be oracled.
when you first deploy it as a ship it can be oracled, send from a moon if at all possible.
after it is now a colony spot and it says unavailable it cannot be oracled so they have no idea if it will pop up again in the same system or just disappear.

Need some help here,it only gives me 2 options with the heph colonize and orbit,but if I try to send it 25 galaxies away it says I need millions in hydro to send it...I thought if you deploy ships to the heph and then send it out it only cost 450 K in hydro to anywhere in the universe am I wrong

very wrong!lol
it uses a substancial amount of fuel especailly on long trips thus restricting your ability to move long distances

the 450k is the ships gas mileage.  Just like any ship has a fuel consumption rating.  Essentially you can move a heph for the same fuel cost of 450 proms.

to frs my heph for 24 hours costs 15k
to frs for that length of time without the heph costs 700k

the heph saves hydro.

Dios move very slowly.  If you launch them from the heph you lock it down for a dangerous amount of time (since you can't move the heph while fleets are out)
To counter this you drop a colony slot with all your slow ships and launch them from the colony instead of the heph.

Yes deploy in-system from your moon, but do include your ships on that initial deploy.  Otherwise, the heph will be vulnerable while you're moving the ships to it, especially if you are including Zeus.

Let's say you DO manage to oracle a heph being deployed from a planet to an empty slot, now WHERE are you going to send your supposed "oracle lock" attack to intercept it?...  :?
